The free open-source Hide & Reveal program supports TIFF, as well as BMP and PNG file formats, and lets you hide information in a file, and then load the file and extract the information.
Open the blue "Paint" menu in Windows 7 or the "File" menu in Windows Vista or XP. Click "Open" and navigate to your TIFF file. Double-click it to open it in Paint.
Based on this message, I tried scanning a TIF in mono and we can open them OK. It's weird that we can't open the color TIF files, especially in an expensive app such as Photoshop!
